Pennsylvania Pure Distilleries LLC Receive $165k USD in State Grants - Where's the Vodka?

I was intrigued by this article about Pennsylvania Pure Distilleries receiving a $165,000 USD start up grant from the state in 2005 and another $200,000 USD SBF/agriculture loan in 2007. Does anyone think it should take this much time and money to start shipping vodka?!?
